Eco-Economy:
Building an Economy for the Earth
by Lester R. Brown
earth-policy.org/Books/Eco_contents.htm
In this excellent book, Brown clearly lays out the environmental problems facing the earth, paints a picture of a more sustainable economy, and, most important, describes the mechanisms required to get there. A key strategy addressed is tax shifting to discourage environmentally damaging activities and encourage better practices. The book is available free online, along with updates.
