We are working on a large, commercial, LEED project in the Wash DC area, and the Construction Management firm needs LEED administrative/documentation assistance on their end of the process.  The construction is underway but the CM lacks the staff.

I am hoping someone can point me in the direction of any higher ed campus standards or policies focused on plug load management, occupant behavior related to energy, etc. I'm especially interested in any examples of communications to faculty or students encouraging behaviors that reduce energy consumption. i am looking for ROM on cost premium for LEEDv4 to go from Gold to Platinum and from Gold to Net Zero, anyone have any stats?  just looking for % premium.  Our projects show around 1% to get to Gold but not sure what it looks like above that.  Thank you!

Do you know something about power purchas agreements, on or off-site?  I understand that they are legal in Washington and Oregon, where most of my projects are, but I haven't come across anyone who has used one on a project.  If you have some experience or expertise, it would be great to hear from you.
