As Paul Hawken points out in the introduction, we need to stop taxing good things, like income, and start taxing things we would rather have less of, like pollution. This neat little booklet lays out the story behind taxes that make sense, and how we can get there. It includes details on small steps individual states are taking and larger steps being implemented in Scandinavia.
