Cost of energy / process equipment for healtcare

Hello,
We would like to know if the process equipment (sterilization devices in the health care building) can be excluded from the energy optimization calculation? They are specialized equipments without equivalent energy saving. 
Otherwise, our health care building project benefits from a preferential rate on its gas energy resource supplied by a private company (this resource is used for the operation of these process equipments). This low rate does not represent the significant energy savings. Can we then use the current market cost rate? Can we consider the so-called "real utility rate" or "state average energy price" as the current market cost rate? 

Nous aimerions savoir si les equipements de procédés ( appareils pour la sterelisation de le batiment de soin de santé) peuvent ne pas etre pris en compte dans le calcul de l'optimisation energetique ? Il s'agit d'equipements specialisés sans equivalent economiques d'energie. 
Sinon , notre projet de batiment de soin de santé bénéficie d'un tarif préférentiel sur sa ressource d'énergie en gaz fourni par une société privée (cette ressource est utilisée pour le fonctionnement de ces equipements de procédés). Ce tarif trop faible ne fait pas représenter le gain en energie considerable. Peut-on alors utiliser le tarif du cout actuel du marché  ? peut-on considerer que le tarif dit ''tarif de services publics réels '' ou ''prix moyen de l'énergie de l'état'' comme le tarif du cout actuel du marché ?

Project with no parking - can we avoid calculations in Option 1

We are working on the renovation of a lounge inside a small airport in downtown Toronto. If there is no mention of parking in the lease for this tenant space, and no mention of fees related to maintenance of the parking lots, can we safely assume there is no parking included in the lease for the project and avoid completing option 1 calculations? If there is no parking designated for the project or any mention of parking in the lease, can we safely assume we meet option 1? 

Occupants may use pay parking lots offsite. These parking lots have no designated parking for tenant staff or visitors. In my mind the tenant has no off-street parking (as per the last sentence of option 1) but I want to make sure I'm not misinterpreting the guide.

My project is using a pre-fabicated panel (walls and ceilings) inclusive of doors, windows and ceiling grid lights. All of these components are part of the panel design. Can I pull out each element (door, gasket, glazing, etc.) and submit that as a single product? Or does the pre-fabricated panel count as a single material component?

Walk in fridge/freezer

Hello, 

I'm trying to determine if a walk in fridge/freezer would be included in this credit. The guide mentions standard fridges are exempt but the credit guidance seems to be focused on HVAC and refrigeration systems and I'm not certain if a walk in fridge/freezer unit is to be included.

The BD+C v4.1 guide states that "Exemplary performance is available for projects that test for the additional target volatile organic
compounds specified in CDPH Standard Method v1.2-2017, Table 4-1 and do not exceed the full CREL
levels for these compounds adopted by Cal/EPA OEHHA in effect on June 2016" 

How many of these additional VOC's do we need to test for in order to get exemplary performance?

Soil stockpiling over the winter

We have a correctional project where we are doing some of the sitework now but the project work will be paused over the winter. We will have a soil stockpile and we are concerned about putting a cover on it since our team will not be able to access the site for inspections or repairs during the winter. Per the EPA CGP, inspections can be paused when the ground frozen, but it does say that stablization (covering as an option) should be in place. Does anyone have experience with a similar situation and how a LEED reviewer has interpretated the requirement?

Project pertaining to only the third floor of a building

  1. The project pertains to a fit-up of only the 3rd floor of a multi-floor building. The HVAC scope of the renovation does not include changes to the water-side components and only affects the air-side components. i.e. a new AHU, ERV, HLR and VAV boxes are installed, however, the chiller and boiler feeding the hydronic lines are existing (used by the whole building). How do we reflect the existing equipment in the spreadsheet when the spreadsheet specifically calls for baseline/proposed equipment information? Specifically referring to the following sheets: Service Water Heating, General HVAC, Air-Side HVAC and Water-Side HVAC.
  2. Similarly, how do we portray this in the energy simulation? Do we use ASHRAE 90.1 and auto-size the chiller/boiler to strictly the 3rd floor or use some other methodology to incorporate the existing equipment specifications?
  3. Low-flow fixture consideration/does it apply to this type of project?

For EAp3 Building-level Energy Metering on a LEED v4 project, does a propane tank need a meter to meet the requirements of this prerequisite?  Would monthly fuel delivery invoices be sufficient to document consumption?
